An attacker who can place *OID* bytes on a path a consumer decodes with
_Oid.fromBytes _(e.g. a mechanism *OID* in a *GSSAPI*/*SPNEGO* token or a
certificate extension processed by an *ApacheDS*-side consumer) sends an arc of
13 continuation bytes plus terminator: _fromBytes_ throws _AIOOBE_.
Alternatively bytes encoding a huge second arc decode to a silently different
*OID*, defeating equality checks/allowlists on the decoded string.
