The page I am interested in is
http://distribution.openoffice.org/p2p/download.html
and I was thinking it could be tidied up with _javascript_ drop-down
menus like the main download page, where the user could choose which
version, OS, and language they want. After this they are given links to
the different methods of p2p download, along with links to suitable p2p
clients. I feel this would be better than the table of links that is
there at the moment, and I would like to rewrite this page and then
post it to this mailing list and get it uploaded.
As for the links themselves, there would be no need to store any files,
because ed2k and magnet links do not work like bittorrent links. They
are simply a normal URI that includes the file name and the SHA1, TTH
and / or ED2K hashes for the file, and the client then goes away and
finds the file. This relies on the fact that the files are already
available, but it is safe to say that these files will make it to these
two p2p networks reasonably fast. Magnet links also have the added
bonus that they can include fixed http sources, so maybe we could
include a few of the regular mirrors, especially for the less common
files.

contributor's personal servers) to host the files as the main servers

Which part of the website are you thinking of contributing to? If it is
all of www.openoffice.org there is
another project which deals with this - it would be best to go to the
marketing project (marketing.openoffice.org) and introduce yourself at
their mailing lists. They will happily take suggestions, although I'm
not sure if they hand out direct access to modifying web pages.
It would also be a good idea to introduce yourself to the [email protected]
list (you can find the archives for this list at http://distribution.openoffice.org/servlets/SummarizeList?listName=dev
) and subscribe to this list to keep up-to-date on what is going on.
If you have not signed up for an OpenOffice.org user name that could
also be useful.
