I cannot see a problem. When entering
"ftp://ftp.saix.net/pub/OpenOffice.org/stable/3.1.1/OOo_3.1.1_Win32Intel_install_wJRE_en-US.exe";
and "http://download.openoffice.org/other.html"; I can download the file.
Have you tried it again?
