Hi Brian,
if the normal download website (with the green box) doesn't offer the
favorite build, you can also search on the more detailed website for
your build:
http://download.openoffice.org/other.html
Especially for en-GB and en-US you can find builds without JRE, too.
BTW:
Normally after downloading the file it gets first unpacked and then the
installation starts. Here you can look for an JRE in the folder where it
gets unpacked. Then you are on the save side.
