as you can see here
http://download.services.openoffice.org/files/localized/en-GB/3.3.0/
the install package you want to download is not existing as the en-GB
team hasn't tested and approved this. However, the download website
cannot cover this special case.
Please use the wJRE package. If you have already installed a JRE or do
not want it just skip this part at installation.

However, after unchecking 'Include the JRE to download', the link for
English (British) Windows Intel MSI
http://download.services.openoffice.org/files/localized/en-GB/3.3.0/OOo_3.3.0_Win_x86_install_en-GB.exe
returns a File not found page.
I suggest someone corrects this to avoid losing potential users.
