Summary: Add TensorFlow-Jupyter template

As a user I want to have a TensorFlow-Jupyter template.
*Acceptance criteria:*
1. in Notebook creation popup it should be TensorFlow-Jupyter template in drop
down list
2. playbook for Jupyter should be run successfully on TensorFlow-Jupyter
template (via local and remote kernels)
3. playbook which use GPU should be run successfully on TensorFlow-Jupyter
template (via local kernel)
