1. Env is created
2. Billing is not available
3. Any resource is not created in a project
*Steps to reproduce:*
1. Go to list of resource
2. Choose project in which any there is not any resource
*Actual result:*
1. Extra line appears until press 'F5'
*Expected result:*
1. There is not spare line
