1. Create project with 3 endpoints: local (GCP), external (AWS), external (GCP)

# Local creation fails
# External (AWS) creation is successful
# External (GCP) creation fails
*Expected result:*
# External (AWS) creation is successful
# Local creation is successful
# External (GCP) creation is successful
