all resources get 'os_pkg' and 'java'
'jupyter', 'jupyterlab', 'zeppelin', 'deeplearning', 'tensor',
'tensor-rstudio', 'rstudio' and computational get 'pip2', 'pip3' and 'others'
'jupyter', 'jupyterlab', 'zeppelin' additionally get 'r_pkg' when
os.environ['notebook_r_enabled'] == 'true'
'rstudio', 'tensor-rstudio' always get 'r_pkg'
