Description:
Existing functionality does not allow add additional ODAHU cluser in same
project.
Goal of this task is adding the possibility to create Additional ODAHU cluster,
if rest clusters are in FAILED state only.

Other words, user is allowed to create additional ODAHU cluster, if there are
no any existing ODAHU intities with NoN FAILED status.
