Hi,

A lot of the user docs and FAQs posted on the Documentation Project's website are produced at OOoAuthors because many people find the website at OOoAuthors much easier to use for collaborative writing than the Issue Tracker system on the main OOo website.

Online help is done somewhere else (I'm not exactly sure where).
Online Help belongs to the documentation project, but is done internally by Sun. Only localization for online help is in the scope of native lang / l10n projects.
