OOo should be allowed to connect to the Internet, because it now has the new "Check for updates" feature, soon it will have the same feature for installed and new to be installed extensions, and more connectivity may come in the future.

Yes but in most of the large companies and administrations, user are not allowed to be connected to Internet. As they don't manage the suite update (for most of the French administrations, an office need to be validated first, and that could take one year, so for some of them they are still stuck with OOo 2.0.2 and won't update before a certain time).

So all the features that allow to grab things from Internet will be disabled by the sys admin before deploying for the users. The online update and the features attached to it is (from my experience) mostly directed toward SOHO users.

On the other hand, if a sys admin doesn't want to give Internet access to OOo, all that is lost is the ability to find some additional info and files in a comfortable way.

Yes, you're right, but unfortunately it is how it works currently.
