The function argument separator is locale-dependent. For en_US, it's a semicolon; for de_DE, it's comma. My understanding is that it has to do with whether the locale uses a comma as the thousands separator.

As far as I know, it doesn't depend on local but is always a semicolon. But I have not seen a Japanese OOo for example. In German it is a semicolon too.
