No, Sun doesn't plan for OOo or StarOffice User Guides.
The ones available by you guys are excellent - no need

Sun will have a reasonably short Getting Started Guide
for StarOffice only, and apart from that work on what's
on the wiki. I wish I had more Sun folks help you on OOoAuthors
but I don't. So currently, I think the current situation is a
good separation of workload.
Thanks for the compliment to the OOoAuthors team, but we're an awfully
small group of active people right now.
If a few people reading this list (who aren't already involved in
OOoAuthors) would help update the user guides for OOo3.0, that would
be really great. Here is what I wrote to the Authors list:
There are many researching and reviewing tasks that you can do, that
don't require a large commitment of time or good writing skills in
English. If necessary, fine-tuning the writing, layout, and use of
styles can be done at a later stage by someone else.
We have about 4 months until the planned release date for OOo 3.0.
Wouldn't it be great to have a set of user guides ready for release at
the same time? (Dream on, Jean...)
And while I'm dreaming, I'd love to see someone finish the missing
chapters of the Calc Guide. Perhaps someone on the German team or one
of the other groups might do that, if no one comes forth to do it in
English? Then we can translate it into English, like we did with the
second edition of the Draw Guide.
