You should use the commend:

I'm experiencing issues untaring the dolphin scheduler source code package.
Is this an issue anyone else has seen or has a solution to?
tar -xvf ./apache-dolphinscheduler-3.0.0-alpha-src.tar.gz tar: This does not
look like a tar archive
tar: Skipping to next header
tar: Exiting with failure status due to previous errors
