Thanks Chufeng Gao for bringing this up.

I am +1 on this. If voting is required for a new plugin, I think there needs to 
be complete documentation to let contributors know that new plugins need to be 
voted on before they can be merged, to prevent contributors from knowing that 
they cannot be merged after coding.
