[dpdk-dev] [PATCH 3/3] eal: probe pci devices at rte_eal_init time

Restore call to rte_eal_pci_probe() from commit
a155d430119d947d3cb03136ce50924a642dbfe0 so that applications do not have to
know that pci devices should be probed.
