* Add OvS-DPDK full offload support for Thor, including VXLAN tunnel encap/decap and ingress/egress NAT/NAPT * Add rte_flow_action_rss support * Improve Rx mbuf pool utilization by supporting conditional allocation of Rx aggregation ring
