Implement the frame and needed building blocks for non template to hws API's. Added validate, list_create and list_destroy to mlx5_flow_hw_drv_ops. Rename old list_create/list_destroy functions to legacy_* and added a call from verbs/dv ops to the legacy functions. Updated rte_flow_hw as needed. Added rte_flow_nt2hws structure for non-template rule data.
