From: Kumar Sanghvi <kuma...@chelsio.com>

rte_eth_dev_allocate already assigns the eth_dev_data. So,
don't allocate it separately as part of probe function. And we
save this eth_dev_data as part of txq structure.

Attach to rte_eth_dev devices allocated by Primary process for
Ports other than Port-0 in the secondary process.
