Hi Infra,

Recent the Dubbo community has requested to transfer dubbo-go project to Apache.
We filed a JIRA ticket[1], however after the transfer I found that the
committers of Dubbo do not have write access to the project.

- I can't merge any pull request.
- Normally I will receive a notification email of subscribing to the
new repository. For example, "[GitHub] Subscribed to
apache/dubbo-python notifications ". However, this time there is no
such email.
- I checked the gitbox[2], and there is no such repo.

The problem is that if the project link changes, the go project will
fail to be built.
There is a pull request to fix the links, but no one has the
permission to merge it.

I think it is a blocking issue for the end users, so it will be
appreciated if someone could take a look at it.
