Description:
policy is pretty complex for example it should contain
1) siddhi expression (filter, timed window, etc.)
2) data partition keys
3) dedupe configuration
4) publishment configuration
Eagle should provide a wizard for user to easily onboard polices whatever it is
a simple filtering policy or complicated timed windows
