The LICENSE and NOTICE in the constructed binary release tgz are the same as
the source repository ones, with an addition like:

This binary release contains a number of bundled dependencies (jars)
used by Edgent components.
LICENSE information for the bundled dependencies can be found in
the following file included in the release:
binary-release-bundled-dependencies

That referenced file contains info for each external jar included in the binary
release. The info provides a summary and then points the reader to specific
license/notice related file(s) in the external jar when present, or to a URL
for info about the external product.
