Fwiw, the source and binary bundles do have a README at the top level and the
repo has a README.md at the top level. So, while some cleanup in the repo may
be worthwhile, I think we've got the "top level" issue covered.
The binary-release-readme file is in the legal directory, somewhere other than
the top of the repo, just to avoid more clutter in the top dir... since it
doesn't apply to the "repo" bundle.
The source-release-readme is here because there's already a README.md at the
top. README.md's content and markdown format seems unnecessary/undesired for a
source release bundle's README, hence the desire for a separate
source-release-readme. And again, since it's specific to the source-bundle it
seemed good to avoid cluttering up the repo's top-dir.
Assuming this isn't a blocking issue for the release, I can create a followup
issue to track subsequent cleanup work if it's felt that's really necessary.
