test source bundle per RM Guide:
ran tests - net is OK. But...
mqtt tests were skipped this time due to mosquitto.org status - OK.
A time-sensitive PlumbingStreams test case failed - OK.
TODO manual kafka tests

ran samples - OK. TODO: kafka
javadoc spot checked. fixing iotp samples link.
