Create a new "Updating Javadoc" wiki page under
https://cwiki.apache.org/confluence/display/EDGENT/Administrative
Describe what's needed to add a new release's javadoc to the website including
what's needed to update "latest" - see the Javadoc pulldown here
https://edgent.apache.org/docs/home
Also update the RM Guide's "Update the Edgent Website" section to reference
this new wiki page (there's a TODO there).
