Only for ALv2 and for other rare cases, for instance advising clauses, but as 
most of them are in license that are Category X it’s not applicible. See [1]

Only the relevant bits from a NOTICE need to be added an sometime that a little 
hard to work out so the entire contents are copied but that’s not required and 
it’s best to keep the NOTICE as brief as possible and it effects downstream 
projects.[2]
