ok … I just double-checked and you’re right. Guess I was mis-lead by the 
“(binding)” added to the votes these people cast. Good job on having spotted 
that.

Possibly worth spending a bit of time on educating the people involved 
regarding the difference of binding and non-binding votes.

So please:
Only members of the PMC have binding votes, only add the (binding) if you are a 
member of the PMC (and if you are a member of the PMC, please be sure to add 
the “binding” keyword to your vote, as this is a best-practice).

So, I totally understand the result now. Thank you for explaining things.

As only PMC members are eligible to cast binding votes, the individuals you
mentioned are Committers, not PMC members. Consequently, their votes are not
considered binding.
We will strive to avoid similar misunderstandings in future voting
processes.
