Am guessing UpdateHelper::shouldUpdate() would return false if a process is
already updated as part of a feed update, similarly the method ought to be
changed to behave in case of cluster update as well.
Suspending entities manually might not be adequate as materialized action and
running workflows would already have configs from previous cluster property.
