In case where Falcon cluster entities exist before Extension service is
enabled, during reload where the extension artifacts are copied to all Falcon
cluster entities will be skipped if ExtensionService is registered after
configuration store.
To avoid this it should be mandated to add ExtensionService before
ConfigurationStore in startup properties when extension service is enabled.
