I agree.  This should ship as part of 0.10.   I think [~bvellanki]'s concern is 
that to get the tool you need 0.10 of Falcon bits (even though the tool may  
not have 0.10 dependencies) and need to be used against a 0.9 or earlier 
versions. May be we include it in 0.10 and also make it generally available 
otherwise
