Thanks to [~shaik.idris], was able to figure the issue. hadoop.log.dir wasn't 
set correctly which was causing the JT to not start correctly. When that fixed 
realized that Job Tracker offerService was blocking and the tests weren't 
proceeding. Both are now resolved.
