Summary: Support feed to be based on location and table in

We need to support any feed configured such that it is based on location in one
cluster and table in another cluster. Feed actions (retention, replication)
need to be figured out for this purpose.
This configuration would be required to allow migration of existing feeds from
location to table and vice-versa.
