The error is caused when Jersey-*jar and hadoop-*jar are packaged as part of 
falcon.war.   If hadoop is installed on Falcon server, Falcon appends hadoop 
classpath to it's own CP. Thus Jersey-*jar and hadoop-*jar will be available 
during run-time. If falcon is running on machine without hadoop, 
${falcon-base-dir}/hadooplibs is added to the classpath. 

So the fix has to ensure that these jars are available under 
${falcon-base-dir}/hadooplibs/ for Falcon and to change the scope of these 
dependencies to <provided> in the POM.
