This seems to be error in documentation. I ran a few instance commands and I
see the following
[ambari-qa@sandbox usr]$ ./bin/falcon instance -type process -name
rawEmailIngestProcess -status -start 2014-10-06T00:00Z
Consolidated Status: SUCCEEDED
Instances:
Instance Cluster SourceCluster Status
Start End Details Log
-----------------------------------------------------------------------------------------------
2014-10-06T00:00Z primaryCluster - RUNNING 2014-10-07T20:31Z

The start is returned as "2014-10-07T20:31Z" which is date format UTC. I will
fix the documentation and submit patch.
