Request from Peter Kriens:
I updated bnd with some small changes. One is kind of "big". I changed
the order of priority of properties. Include files overwrote properties in the
properties/pom.xml. I changed this to defer to the pom.xml.
This seems much more logical. It is now version 0.0.243
