Yes. Thats what we agreed on a while ago.

That was the idea, yes.

That is how we have been doing it, but it was somewhat of an arbitrary choice.

However, the odd/even thing does help us with the version number issue to make sure that our released version is greater than our development version (i.e., 1.1.0-SNAPSHOT is less than 1.2.0, while 1.2.0-SNAPSHOT is greater than 1.2.0, which is not what we would want).
