For the 1.2.0 release of Felix, we are going to target partial support for
fragments. Specifically, we will support extending the host's bundle class
path. This includes support for searching the fragment's class path after the
host's class path as well as inject a JAR file from the fragment into the
host's bundle class path. This functionality should correct support both host
and fragment update along obeying refresh dependencies.
