Some of the console plugins included with the Web Console bundle rely on the
existence of a Declarative Services implementation. I think this is not a good
thing, since the management GUI should rely on as little dependencies as
possible. Therefore any plugins included with the web console bundle itself
should not rely on Declarative Service to be running.
