Attachment: USES_TESTCASE.zip
The attached testcase (Felix + config + bundles) reproduces the uses
calculation problem while reducing the amount of bundles from the original
testcase (which also included Spring-DM). Note the problem is a bit
intermittent, but isn't rare.
Adding more bundles to the testcase increases the chance of the problem
occurring.
