This is actually a Bundle Repository issue, not a framework issue. I don't
think it is a good idea to update Felix' filter implementation to include
non-standard features because it will allow people to create bundles which are
dependent upon Felix. I think we have to investigate using this FilterImpl in
OBR, rather than the standard implementation.
I edited this issue to move it to the OBR component.
