Yes, if you look at the code, two properties files are loaded, the first one from the bundle itself, and the second one from an optional import package. So if you create a bundle which exports this package and contains the required properties file, it should be used instead. Note that it now uses a single property for the welcome message, but we could reimplement the older solution if you think it's more usable...
