Add preference to eclipse ui to set comment on sigil.properties file

Currently the eclipse ui adds a hard coded comment at the top of the
sigil.properties file "# sigil project file, saved by plugin."
Would be useful to allow developers to set workspace/project specific settings
to set their own comment, e.g. the apache license header...
