Bundle.getResources returns empty enumeration as opposed to null for non-existent resource

I am using Felix 1.8.1. It appears that Bundle.getResources() is now 
returning an empty enumeration instead of null when there is no 
resource. The javadoc of the method says null has to be returned in this 
case. Can anyone familiar with the implementation comment? I have not 
looked at the implementation yet or debugged the problem.
