Remove reference to KXml from NOTICE and LICENSE and update OSGi copyright years

The KXml packages are not contained in the WebConsole bundle any more because
we only inline a subset of the original bundlerepository bundle which we
require for Manifest Header parsing. Consequently the respective reference in
the NOTICE file and the LICENSE.kxml file should be removed.
Additionally, the copyright year of the OSGi libraries is to be adjusted.
