Thanks Richard and David,

The above test scenario returns different bundles when I run the test in the 
exact same environment. The majority of time returns the highest version, which 
is bundle2. This behavior does not fit in the cases Richard mentioned. It 
suggests there might be a bug somewhere, as hinted by David.
