If we are going to integrate this patch, I'd suggest two things:
1. Rename the property to felix.fileinstall.startlevel.bundle, since I suppose
it is possible that at some point in the future someone may want file install
to change the framework start level.
2. The Start Level service is already being tracked in FileInstall.java, so you
can probably just get it from FileInstall.getStartLevel().
