Summary: PermissionAdmin and WireAdmin plugins cause internal server
error if service API is missing (was: PermissionAdmin plugin causes internal
server error if PermissionAdmin service API not bound)
Description:
If the Web Console cannot bind to the service API required by the
PermissionAdmin and/or the WireAdmin plugins included with the Web Console
internal server errors are caused. This prevents the Configuration Status page
from properly rendering single-file or ZIP download responses.
At the same time, the Configuration Render plugin should be made more stable to
not fail if a ConfigurationPrinter misbehaves.
