Similar issue here: no DEPENDENCIES file and potential NOTICE issues.

The DEPS file is not so important (since I think you have it, you just need to explicitly include it), I'm more concerned about the latter.

Perhaps I'm confused about the meaning of the NOTICE file (which is entirely possible) and in particular how it relates to BSD-style licenses that contain this sentence:

"The above copyright notice and this permission notice shall be included in all copies or substantial portions of the Software."

To me, this means it should be included in the NOTICE file, while apparently you interpret it as being sufficient to simply include it in the LICENSE file.

I have no idea which interpretation is correct, but I'd be interested in a definitive statement on this.
