Configuration changes cannot be made via Felix Web Console in IE7.
Step to replicate:
1. Log inside http://localhost/system/console/configMgr
2. Click one of the config to open the edit window
3. Modify a value
4. Save
5. Reopen the edit window, note that the value is still the same as before
This is due to the fact IE7 is not allowing name to be set. See [1].
